What is a CBDC (digital dollar)?
Government-issued digital cash: how it differs from crypto, and why the US has said no for now.
A CBDC (central bank digital currency) is a digital form of a country's money issued directly by its central bank, like a digital dollar or digital euro. Unlike Bitcoin, it's controlled by the government. As of October 2026 the United States has no CBDC: a 2025 executive order bars federal agencies from pursuing one, and a July 2026 law bars the Federal Reserve from issuing one through 2030.
CBDC vs. crypto vs. stablecoins
| Compare | CBDC | Bitcoin | Stablecoin (e.g. USDC) |
|---|---|---|---|
| Issued by | A central bank | No one; created by the network | A private company |
| Value | Always one unit of the national currency | Set by the market | Designed to stay at $1 |
| Who controls it | The government | Network rules nobody controls alone | The issuing company, under regulation |
| Privacy concern | The state could see or restrict payments | Public ledger, but no central controller | The issuer can freeze tokens |
Around the world
- The Atlantic Council's CBDC tracker counts well over 100 countries and currency unions exploring a CBDC.
- A few are live: the Bahamas' Sand Dollar (2020), Nigeria's eNaira (2021) and Jamaica's JAM-DEX (2022), all with limited use so far.
- China's e-CNY is the largest pilot by far, with billions of transactions.
- The European Central Bank is preparing a digital euro; it says issuance could come around 2029 if EU lawmakers pass the legislation.
The US digital dollar
An executive order signed on January 23, 2025 directs federal agencies not to establish, issue or promote a CBDC. Then in July 2026, a housing law (the 21st Century ROAD to Housing Act) became law with a provision barring the Federal Reserve from issuing a CBDC, directly or through banks, through the end of 2030. A separate, permanent ban, the Anti-CBDC Surveillance State Act, passed the House in July 2025 but not the Senate. Supporters of the ban cite privacy and government surveillance; supporters of a CBDC cite faster, cheaper payments. Meanwhile, the US has chosen to regulate private dollar stablecoins through the GENIUS Act instead.
Frequently asked questions
Is a CBDC a cryptocurrency?
Not in the usual sense. It may use similar technology, but it's issued and controlled by a central bank rather than a decentralized network.
Does the US have a digital dollar?
No. As of October 2026 there is no US CBDC. A 2025 executive order bars federal agencies from pursuing one, and a 2026 law bars the Federal Reserve from issuing one through 2030.
Is the money in my bank account a CBDC?
No. Bank balances are digital, but they're money owed to you by a commercial bank, not by the central bank.
